Office for National Statistics (ONS) report, “Energy efficiency of housing in England and Wales: 2023” (1 November 2023) and its linked datasets, and 2021 census data.

Within the Housing statistics in this manifesto:

  • “Good energy efficiency” is defined as meaning an EPC rating in bands A-C
  • “North East” refers to the 7 local authority areas that make up the North East Mayoral Combined Authority, not the wider North East region which is featured within higher-level ONS reports
  • “Poorly insulated” means properties where walls, roofs or windows have been rated ‘poor’ or ‘very poor’ within the EPC.
